Or, referees should be punished for making mistakes. For example, if a ref decides a goal isn't a goal and then after the match it gets replayed and is evident that it WAS indeed a goal, the referee should like get fired or not paid for a month or something that would make them be sure they're right :p

that time england got a goal which wasn't
this time they didn't get one which was

Soccer is a very traditional sport, I believe once the initial call is made, it is considered FIFA Gold Standard. So I doubt they will allocate the goal toward England.
