2 is not enough to feel at home abroad and get accustomed to & grasp the basics of either language or cultural habbits of the place, 3 might be too low - anything higher than 3 is okay.
If one of the parents is german (not ignoring the above rule when calling him german) than the kid has obviously dual citizenship and either country he choses should be and is considered to be no problem. But even then we fall under that rule above.
I like germans and have no problem with them being of foreign background/ancestry. Problems start when they try to take advantage/exploit something as stupid as nationalism and register for the Germany squad.
Afterall George V Of England was of German ancestry.
