Stereotyping is based on generalizations.
Racism is action. It's treating people differently based on innate characteristics or stereotyping.
For example,
All Asians are good at math -> this is a stereotype
Hey Jimmy (Asian), I'm going to study with you for our upcoming calculus test because you're Asian, so you must be good at math -> racism.
Anyways, this is legit how it's defined in Canadian law/International human rights law. It's not always an issue of being offensive but as Dr. King would say, judging or treating people differently based on the colour of their skin instead of the merit of the character.
I mean, look at Chelsea11 for a living example. He could wear a helmet in real life, be 700 pounds, blue, yellow, which ever colour and would you treat him differently even though he's an asshole? Probably. But that's the beauty of the internet, based on his posts we know he's a moron and that's what fuels our desire to mistreat him.
