Rojos arm is at least chest level -- natural when you jump

The Iranian player is pushing him down and his arm is in the exact same position as Rojo. There is no difference, you don't understand football.

Offensive player wins the ball -- as I stated the arm of the defender has to be in legal position
Cedric isnt even jumping, he is stationary -- how is his arm even close to legal position
