Dortmund had a bad season and still made it to EL starting from 17th place (how's Chelsea doing trying to reach EL btw?)...
Playing well vs. Chelsea doesn't make you a 10. Anyone could currently do that and if you've seen Dortmund school Spurs today, it should be very believable to you that they could and probably would do the same to Chelsea.

based on what?

their "solid defending" vs Paris (which looked a lot like what Spurs were doing vs Dortmund btw....)?
their ability to create chances?
their ablity to keep in-form players like Lucas (Reus), Di Maria (Mkhitaryan) or Ibra (Auba) under control so well?

or - as always - just another statement based solely on your opinion as a fanboy?
