You may have lots of 5's and 6's and maybe even some 7's or 8's in PL, but you need to realize that not a single 9 or 10 is competing there. Those 9's or 10's are all part of different leagues.

Germany has only one 9+ and that is bayern. If you consider dortmund 9+ than u must include chelsea/arsenal.
