I don't think it's a case of pulling power, I think it's a case of clubs mentality.

I can't remember Dortmund going for big names in top teams, it's not their way of working. They go for talents in lower tier teams/sub top and turn them into worldstars (Reus, Lewa, Gotze, Kagawa, Sahin etc)
While Chelsea goes for worldclass players more than young talents, since they don't care too much about player development.

e: I think if Dortmund would want too, they could sign almost anyone.

Players like costa, hazard, neymar, di Maria, james, Sanchez, etc etc don't go to teams like dortmund. And lewa+gotze+hummels leave teams like dortmund because they aren't good enough.
