With the money they make out whatever transfers they make (which will be overpriced since they don't need to sell players), they'll invest in improving even more their youth system (which is already one of the best in Europe). So, the team will probably not be able to reach it's full potential because a couple of the players will leave in the next 3-4 years, but I don't think their competition (Sevilla, Valencia, Atletico, etc) will be in a much better position.

Besides even sheiks won't be able to attract players who know they don't stand a chance to win the title, I just can't see real and barca who spend £200m every season on transfers ever stop.
