Can someone clear this up please ..

Once a card gets an inform other normal versions of that card cannot spawn after its release so their value go up ?

Seems weird if someone gets an inform in totw1 then their normal card cannot spawn for the rest of the ut season ?

For the week the IF card is available the normal one isnt available.
