As said, it was not HIM WINNING, it was the team winning/doing well DESPITE OF HIM.
Could argue that 2008 and 2010 were quite okayish. But atleast since 2012 he possibly had a prime generation to play with and still managed to mess up tactics/lineups.
Now this years, many of those "prime generation" guys are past it or sated with titles /wc 2014 + club titles).
And we saw what happened - because Löw fucked up when not seeing this coming and replacing those guys with young and hungry boys.
