Their goal is to reach 15k... which is technically what they are supposed to have according to the rules which say that all clubs in Primera must have at least a 15k capacity (3 years after promoting)... but it's pretty much an impossible goal. La Liga is aware of this and has so far decided to be lenient and give them time, because the town of Eibar has only 27k people living there, and they have no fanbase whatsoever outside of the town. Not to mention they can't afford to expand the stadium without economical aid. They are making an effort, but there is no way they will ever be able to have 15k seats in their stadium.
thats a special case then when you have such a small club without an investor

Bournemouth have only recently become a prem team, hard for them to risk so much money on a new stadium when they don't know how long it will last, or how many people they could attract. They have to scrap with Southampton and Pompey for a fanbase, so hard to predict, if they build a "big" stadium and drop down, they have no chance of filling it. Last I heard they were looking into a new location for a stadium though, not sure how far along it's got, or even if it got out of rumour stage.
solid championship football should be enough to attract a larger crowd in a football crazy country like england
but obviously they are hammering every cent into players
