Yup, I agree. Unfair to punish one team over an unforeseeable tragedy.

Declare both winners, organise a friendly between the 2 youth teams so the fans can mourn and try and raise some cash for the families affected.

Well if the opposing team really wants to do that, there's no way around. Even if they have to play it, they can just get red cards until the game gets canceled and other team wins.

Well, not in Copa Sudamericna, but it has happened in other competitions. For example, the Charity Shield used to not have ET/pks to act as tie breakers and would declare both teams champions if the game ended in a draw.
