Classic case of not being good enough. Young English players getting promoted to the first team when they show tiny signs of quality so they don't get sent to the under 21's euros. Would much rather them play against low-tier teams in qualifying than actual competitive tournament play.
Crazy way to try and make a team imo. And people are surprised when it doesn't work.

to be fair, it's like that for most of the nations...
germany for examply also didn't play most of the quality young players that are more or less part of the national team already (götze, draxler, mustafi, rüdiger, durm...)
