Gibraltar governs its own affairs, though some powers, such as defence and foreign relations, remain the responsibility of the UK Government.
The UK Home Nations and Faroe Islands aren't countries either. You don't need to be a country to be allowed to enter a national team, it depends on other stuff.

Well, considering the amount of balkan national teams, I can understand UEFA letting them face each other (or at least some of them).
What I don't understand is that they allow Serbia to play Albania considering that Albania can call up players from Kosovo, which is disputed between Serbia and Albania (and officially part of Serbia, at least for now).
