to be honest i don't think he will since it would certainly cause a major outrage but the fact that he quotes the rule (in a way it wasn't even created for) to put pressure on a player shows what a scumbag he has become...

the rule generally applies to every player employed by a club. "officially retired" is a status accepted by the respective fa but not by fifa...
