the problem is that the Ballon d'Or merged with the FWP, and the FWP part (national captains and coaches) have a much bigger share of the votes (in fact if only the journalists had voted, Sneijder would have won by far, but once the FWP votes were added, he was 4th).
FWP has always been a joke, I've heard a few national coaches admit that they don't have time to watch teams that don't have players they can cap, that's why they always end up voting for the most famous ones. Captains have more time in their hands, but for their vote to be fair they either need to actually watch matches or not be biased (players know each other). The Ballon d'Or on the other hand was chosen by qualified journalists that actually watched a ton of matches (athough around 2004 they changed thei system and some arguable winners started to come up).
