It's more like he hasn't accomplished anything. The Supercopa is the only title Atlético has won ever since he joined the team. His only accomplishments have been individual, as he has developed a lot in the club.
The way I see it is that he's a very good player, but not one that can carry a team. He's great to have, but he will never give you the edge you might need to win a trophy... he has been invisible/mediocre or simply not very relevant in almost every big game he has featured in. I don't think he'd improve significantly a club like Man Utd or Arsenal for example. I think that to win a CL he'd have to be in a team where someone else can carry.
As for Atlético's transfer policy... I agree on what you say, but then again the players you mentioned were sold when Atlético needed the money to grow. The situation is very different now, so the desire to sell might be different as well. There's also the issue that Atlético might not be able to make signings this summer... I think we won't know until may if the bann is lifted or not.
