Is Klopp overrated?

Maybe... one can't tell yet.
At least not based on the fact that he took over a team in bad shape that was built towards the idea and playing style of another manager.
And certainly not based on the arguments in the article that was posted. As someone else already pointed out, the article is utter crap.

What IS overrated though?

BPL.

With regards to the great finincial situation of all of its teams and with regards to the "big names" competing for the champioship each year, BPL should be in a lot better shape.
But on the contrary, BPL somehow managed to become the most underdeveloped league regarding young talents or youth academies, homegrown players, tactical education of players and coaches amongst many other things.
The BPL teams continue spending tons of money for overrated and average-at-best players with under-average tactical education, therefore losing ground in basically every other aspect of football other than money when compared to even smaller leagues like in Portugal, Belgium or the Netherlands, let alone Spain and Germany.

Not a troll, simple truth.

The only thing that even kept BPL and its teams relevant in European competition during the last few years was their ability to spend tons of money in order to gain an advantage over other teams via the individual class of their (mostly foreign) players, which they brought to BPL from the rest of Europe knowing they were very well-educated with regards to positional play, tactical awareness or other important things.

EDIT:

Not saying things cannot be changed.
BPL and its teams made some minor and major steps forward during the last year and put more emphasis on developing their players.
BPL and its teams also generate more than enough revenue to stay on that path and invest more in infrastructure.
But still it seems like as of now BPL is ~5 years behind the rest of Europe.

watching the watford-chelsea game right now it really should worry people when a complete shit player like behrami, who failed miserably in a bad hamburg team, now starts for a mid table team in england xddd
same with several others like wollscheid, joselu at stoke for example

Let alone Sebastian "Defensive Instability" Proedl and José "Never-been-good-enough-for-Bundesliga" Jurado, who are obviously enough to give Chelsea a really hard time this season ;)
