Overall Rating doesn't really mean FIFA is making Mkhitaryan better. Mahrez and Mkhitaryan both had far better overall ratings than Mané and Sané in FIFA 17, but that didn't really show in game.

Players with a lower pace and/or physique kind of need that better rating to stay competitive in FUT.

Mané had his stats increased significantly. He has great attributes for a winger and, despite him having a slightly worse rating than Mkhitaryan, he will probably be used much more often and deliver better performances. Giving him something like a 87 rating would probably have made him far too dominant in comparison to the other prem wingers.

I know it doesn't make them better, but its just the fact that that his overall rating is lower than mkhitaryan that is absurd.

Hazard will probably get 90, and mane will still be on 84... imo mane is the best winger in PL.
