The only clubs that are allowed to sign someone after the deadline are the ones that lost a player during the last week of the window because some other club paid the release clause. They have 1 extra week, from the moment they lost their player, to make a replacement signing. It's called the "Rivaldo clause" because they introduced it after Barça snatched Rivaldo from Deportivo on deadline day, leaving the club without any time to find a replacement for their key player.

If Utd and Madrid really wanted to make the De Gea deal go through, they could actually use exploit this rule. Man Utd could pay Keylor's release clause, so that then Madrid could buy De Gea (for a much greater amount ofc, to compensate the price of Keylor's release clause). It would over all be more expensive for both clubs though, since the taxes, burocrtic extras and bonuses are larger the more money is moved.
