Not true at all... Still better teams in Italy than Germany. That is for sure 100%

So many teams in Germany are jokes. Look at how they do vs bayern.

Although Serie A is of course recovering, it's still far away from being entirely BACK to the level it once was.

Also, that screenshot doesn't prove anything for several reasons, two of which stand out imo:

1. It includes transfers and their fees for team swaps within the nations (like for Italy: Higuain, Dodo, Candreva, Pjanic or others) who still make up for a high percentage of total money earned/spent, but are no proof for a league's attractivity.

2. We'll both never know what player X or player Y was looking at with regards to contract offers before he eventually decided on a specific team... we'll never be able to compare. Did Candreva (just an example) stay in Italy because of his (good) opinion on their league? Because he didn't want to leave his home? Because he didn't get any offers from other leagues? Who knows...
