Germany will always field a competitive team. Always.
Problem being , like the Italians they kept going with veteran squads year after year after year without transitioning.
Now in a transitional period.

I don't really get what you're trying to say. "transitional period". we have the best quad of all time right now

Germany can only dream of being as successful as Italy, they mop the floor with Germans on regular basis as well.
