If something wants to host a big event, they should ALREADY have everything ready. Not like this Russia World Cup where they were basically building up until a month prior to kickoff.
i don't agree but i understand where you're coming from. the best case scenario would be that such major events are not only hosted by nations who already have the required infrastructure (like germany, uk, france...), but also nations who would be able to turn the enthusiasm of hosting, and the revenue it creates, into something that will benefit the whole sport and nation longterm.
recently these major events have gone to places that almost exclusively treated them as promoting tool for their government and which turned out to be money sinks hurting their economies, creating massive arenas that would see little to no future use - so in that regard it would certainly have been better to pick more established hosts.
that being said though, i would totally trust countries like canada, sweden (maybe with a co-host), or australia for example to host such an event and build some new shit, modernise some old facilities, and do it in a way that will be beneficial longterm - which is how it's supposed to be...
