No and no. 4 teams is already too much for any league... we'd all benefit in the long run if we helped other leagues develop and build strong teams like in the old days, so denying them the chance to have a greater CL presence isn't good.
Personally I'd have League and Cup winners play the CL, with the strongest leagues (based on coefficients) also getting a spot for their league runnerups. It would also make for a very exciting EL, like in the old days where it was almost as big as the CL.
Also, we really need to get around of Bosman's ruling... it's the main problem here.

would like something in this kind of format (based on uefa 5-year-ranking)
direct qualification to group stage:
champion of top 15
cup winner of top 8 (league runners up if champ + cup winner are the same)
winner of europa league (if already qualified, spot goes to the highest not-qualified team in the league)
going through two qualification rounds battling out the 8 remaining spots:
champion of 16-24
cup winners of 9-24 (league runners up if champ + cup winner are the same)
runners up of top 4 (or 3rd if runners up already mentioned)
semifinalists of europa league (if already qualified, spot goes to the highest not-qualified team in the league)
this would make it a maximum of 3 team per country from regular qualification (going up to 6-7 under the circumstance that this country had 3-4 semifinalists in europaleague)
