I think it will have a small effect. The stock market valuation of premier league clubs has decreased a lot already. Even if they have the same amount of money to spend, there might be an indirect effect in that they will be more hesitant to spend big. Most importantly though, investors may rather buy clubs in Spain, Germany or Italy. But who fucking knows really...

Unless laws are changed, nothing will change for the big clubs (they'll still be able to attract top players who won't have to worry about work permits), but it could be pretty bad for the smaller clubs (they won't be able to sign players like Kanté, Pelle, Payet, etc who don't play, or at least didn't play, regularly with their national team).
