It used to be like that here aswell, but the spanish FA has turned the competition into a joke.

Primera's 20 teams don't enter until the round of 16. The other 12 spots belong to 5 Segunda teams and 7 third level teams (yes, it makes no sense that there are more teams from the third tier than from the second one, but they do it like this so that all the 7 teams playing in Europe play against the 7 weakest teams).

And of course, the Cup starts having 2 legs as soon as Primera's teams enter, so there's no chance the smaller clubs can surprise anyone.

It's a waste of time for the clubs in Segunda. Only 5 can make it to the point where they play against top flight clubs... then they'll get seeded against a lower Primera club nobody is excited to play against, and they'll loose because they have a worse team and have no chance in a 2 legged tie.

we have all first three league teams+amateur teams (local cup winners) competing and its great, fourth league teams making it into the last 16 and similar stuff is happening all the time
theres some serious money in for them as well, just imagine an amateur team with a 5k budget for the entire club making 100+k for one single game

Yeah, that's why the 3rd tier teams here are the only ones that take the Copa seriously; if they make it to the round of 16 then they are guaranteed to play against a club that is playing in european competitions.

We used to have a system similar to the one in Germany too, but they changed it around 10 years ago.

Now, it's really weird to see less than 14 Primera clubs when 16 teams remain; and pretty much impossible to not see 8/8 in the next round. Leaving a side the huge shock Mirandés gave in 2011, when they reached semifinals while being a 3rd level team, nothing really exciting has happened in ages.
