3 is fine.

the idea with time penatlies is not so bad, but there must be an understanding of the circumstances to apply this
and i dont really see that happening which means there would be even more discussions
most refs are already unable to cope with the current rules

for those scenes when 2 players push eachother you could send them to the bench for 5 minutes to cool down

but then again, the problem with these scenes and with players surrounding the ref after each decision could be handled with a yellow as well

More subs will make it too easy

If they do something about it, this is the best way, otherwise leave it alone.

Hard to tell... 5 subs could be cool but I think 3 is fine.

Always worked of the rule don't fix what aint broken.

i don't think there shouldn't be any more subs added. feels like (although i'm sure actual statistics would prove i'm slightly off with my estimation) only about 20% of all substitutions are made for tactical or injury reasons, the rest just to take some time off the clock or give a certain player his extra round of applause.
i understand that's part of the game nowadays and i understand that there actually ARE situations where an additional sub would be handy (especially when games go into extra time) but i feel there's not enough benefit to outweigh the negatives of changing the current rules...
