The catalan goverment wants the referendum to happen but the spanish goverment won't allow it because it goes against the consitution (Spain's future has to be decided by the whole of Spain and not just a part of it), so it's ilegal.

It's a ridiculous situation though, the referdum won't happen. Instead they'll hold elections soon, hoping that the pro-independance parties win, and so put more pressure on the spanish goverment. It would be a way of saying, "look, the people voted us because they wanted independance, you didn't let us ask them via a referendum but instead we asked them through elections and this is what catalans want".

sounds like a bitch move from the catalan government. but on the other hand it's not acceptable to keep a region in your country by force by making it practically impossible for them to achieve independence through your constitution. a region with such a unique history and strong desire for independence (like catalonia, scotland, quebec, the basque country...) should at least have a fair chance to hold a referendum imo. this way you might have just traded a ceasefire with the ETA for a rising catalan armed independence force...

The catalans had nothing forced on them, they approved the consititution with over 90% of the votes, which means that out of Spains 17 regions, Catalonia gave the 4th highest support to the constitution.

And as for the unique history part, it really isn't comparable to cases like Scottland. Spain began to exist when the kingdoms of Castilla and Aragón fused in the early 16th century. Catalonia had been part of Aragón for centuries back then, so Spain has never existed without catalonia. They were never a separate entity.

And there's no way there is going to be a catalan terrorist group. ETA originated in a dictatorship, not in a free state democracy; people don't see the world in the same way. Plus, basque nationalism traces back to the defeat of the "carlistas" which were a group of people that supported a very traditional ideology in Spain and the basque regions became their last stronghold... some of these people had a lot of money and helped towards the creation of an army.
