he has to win the world cup at least one time to be considered as the best player "ever". he wont even be the best argentinian player if he never won the world cup. it will still be maradonna.
so far, there were better players in history.

you also have to consider that the quality level in football is raising every year in general, so it's hard to compare players at different times directly.
