what i want to say is :
a punishment isn't based on the level of injury or whatever.
it's solely based on the rules allowed on play and momentum.
biting even without any injury will get punished harder then a tackle without ball, even from behind, because it's simply not allowed by any means.
hell, even spitting in someones face will get punished HARDER then a tackle with straight double leg from behind.
Sure as hell, a double straight leg tackle from behind is also not allowed, but in principle it's not out of rules as spiting/biting is for example.
