Yes they do. When it was Japan and South Korea hosting, both were in.
When it was EC in Poland + Ukraine, both got in as well.

I mean I don't think 3 ever hosted it before, so we don't know for sure but the rule is the host is automatically qualified.
Imagine if FIFA just says "oh, only 2 of you can be auto qualified" :lol:

its supposed to be a 48 team tournament from what i heard so theres plenty of room for the 3 host nations ^^
