Unfortunately, MLS will never reach its full potential with all those salary caps and restrictions, i.e., to protect their local boys.

well its that, but also the culture here. Professional 'soccer' is a cringe-worthy afterthought to most of the population, with several other 'major' sports taking precedence over it.
I can see how keeping the player costs in check and aiming for some parity would be beneficial for building up the league.
