this ban doesn't only affect football players but ALL turkish nationals in russia. employers will not be allowed to hire turks starting 2016.
and yes, this is a presidential decree (directly from putin), it's a direct response to the russian bomber being shot down by turkey for allegedly violating turkish air space near syria. those are not the only sanctions, they are banning turkish products too...
