Obviously you can tackle them when they're outside and a runner.

If they're still in the pocket you can't go low at the knee. You can stick out an arm and try to swipe at their legs to try and trip them up etc, but you can't lunge your body at/into the knees if they're still in the pocket.

edit: they literally made the rule for Brady after this happened and he tore his ACL in week 1 of 2008.

That rule only comes in to effect if the defender is on his knees already or something though doesn't it?

It's at any time, this is what the rule says.

5. A rushing defender is prohibited from forcibly hitting in the knee area or below a passer who has one or both feet on the ground, even if the initial contact is above the knee. It is not a foul if the defender is blocked (or fouled) into the passer and has no opportunity to avoid him.

Notes

1. A defender cannot initiate a roll or lunge and forcibly hit the passer in the knee area or below, even if he is being contacted by another player.
2. It is not a foul if the defender swipes or grabs a passer in the knee area or below in an attempt to tackle him, provided he does not make forcible contact with the helmet, shoulder, chest, or forearm.

I mean, they call it sometimes, but that's not actually the rule though, right? Which makes it a *questionable* call is all. The point though was that it wasn't a horribly officiated game, neither team got handed a W or a L, Pats just played a little better and it came down to whoever won a coin toss, was going to win imo.
