I think the model for drafting an RB is you're not likely going to resign them. Their best years are on their rookie contract.

So if you have a team that is ready to win now and has a lot of the pieces in place it makes sense to take an elite talent if it's available. If Bijan Robinson makes it to the Bills at pick 27 they'll take him 100%. There's no way he goes later than pick 27.

He aint gonna make it there though. I won't be surprised at all if Philly takes him.

As good as he is, RB's are just too easy to replace and get with good value later in the draft. A top 10 pick can be used at a more valuable position.
