No, I don’t think so.

It’s gamesmanship. You play the rules to your best advantage.

I'm thinking of sitting Hill, even though he's got a high floor in a .25 per rush attempt league and has been money since starting. But SD is supposedly good against the pass, so idk

Rodgers is a lock with the Ravens missing so many CBs and generally playing poorly against good QBs

How would you even enforce tanking in fantasy? Make them start a player at each position I could see, but beyond that, it's subjective to say who is the best to start at a position. Can't make them use waivers

I do require players to set their lineups weekly (barring extreme circumstances) if they want to remain in the league.

As long as they roster a full team all is fair game

Would also consider Taysom or Tua over Jimmy if they’re available.
