Similar situation as the Hasselback from the Packers years back so it might be similar. That deal was...

Hasselbeck went to Seattle in exchange for draft picks. Seattle will send its second first-round pick, 10th overall, to Green Bay,
with the Seahawks receiving Green Bay's first-rounder, No. 17. The Seahawks also own the No. 7 pick in
the first round of the draft. The Packers also will receive Seattle's third-round pick this year.

Flynn is now being negotiated with Raiders.

I guess they're going to ask Palmer to take a paycut and if he refuses, the likely move is that Palmer will be released and the trade will be consummated.
