Personally thought it was shady, but understood he could retract since game hadn't started

He can, the bet is confirmed but either party has up until kickoff to retract it.

He can demand better odds and retract if he doesn't get them. Not actually breaking any rules, but he's a scumbag for sure and you gotta know going forward to say "retract = auto loss" when betting with people like that.
