I personally think they are waiting for the right person and right time if there are injuries to a certain spot that needs depth. Looking at the roster, places of needed depth that could cause trouble is OLine and Secondary and possibly DLine but the rest is basically covered.
You've got the right feeling. They have no need to pick somebody up right now, so they haven't rushed in doing so. When the time comes along and they find somebody they like/need, then Collins will be moved to IR. His contract guarantees his salary whether he's on active or IR, so it's not hurting the Packers any to keep him where he is right now.
Secondary only looks a little weak because Collins is out. As far as corners go, if Shields has a turn around from here like he feels he will, I'm more than happy with that. It's obviously tough to replace Cullen Jenkins, and we're still trying to do that. I think we'll finally start seeing Vic So'Oto in obvious passing downs this week. Really not worried about the OLine depth. Newhouse and Sherrod can bounce around if need be, though I do understand the concern with only having 3 backups.
