That's civil vs. criminal. Criminal is jail/prison/fines/probation. Technically the judge could order probation and assess restitution as a condition of probation, but they're pretty reluctant to do that in this jurisdiction on a misdemeanor assault. That would be a surprising result, especially since it could affect anything he could recover in a civil suit.
If he was chasing the money, he can (and very well may yet) file a civil suit alleging punitive damages, but so far, it looks like it's just criminal, and municipal at that. Criminal case will only go as far as he wants to pay. No municipal city attorney is going to be wanting to fight high dollar attorneys, go through depositions, and lengthy and tedious pretrial litigation over a municipal assault.
But the only reason an aDA would charge him with misdemeanor is if the guy wanted to press charges - Criminal charges. He presses criminal charges, Adams settles with him, and he drops the charges.
