This is what mods are for. Skyrim is basically half a game. Bethesda put the steel in the walls, and it's up to the modders to make it a functioning product. You can make Skyrim ridiculously hard if you want to (I mean RIDICULOUSLY difficult). Most of the skill trees and perks are broken, useless, or overpowered.
Kinda' sleazy in that they're getting all this shit developed for them by people who are doing it just cause they like to, but I can't really be to mad at Bethesda. The amount of content loaded into Skyrim is staggering, and they've stayed true to the lore of the series.
Just a tip: if you're looking for an all encompassing "fix" for those problems, you really only need one mod. Search for PerkusMaximus by T3ND0. He's a genius, and his remake of skyrim will feel like what the game should have been.
If anybody wants some modding tips or mod suggestions hit me up. I know pretty much all that's out there.
