Sure you can play the blame game but coaching has alot to do with forcing the ball too! Team also lacks offensive weapons besides Diggs.
Cook is alright but they lack versatility

The number one rule of every quarterback that ever has and will play professional football is do not throw across the field opposite of your heading, Josh consistently does this.
On the issue of talent, or lack thereof, at the skill positions for the bills is the result of the cap. You can't pay a quarterback 50mil a year and expect to be loaded at every position. The bills, much like the chiefs, elected to go with the patriot blueprint and rely on an elite quarterback, a good oline, and a solid defense. That means your skill position players are going to be lower tier.
