I doubt it. Can't think of an example off the top of my head.
Matt Cassell didn't have a start in college, but he had to grind in the preseason and get lucky that Brady got hurt to showcase his ability. That's the only instance I can think of a guy having >=13 starts in college and becoming a competent pro.
EDIT: I'm not even sure it matters. If Matt Cassell ran a 4.4 @ 220 pounds and had the arm of a Greek God, he would have been drafted #1 overall too.
