the real question you need to ask, is if you're trying to save money on building a pc, why would you spend the extra 50 or so for the unlocked processor when you won't really be able to do much with stock cooling?

He may want to pursue overclocking in a year and at that point he'll still have a great processor to put in whatever flashy mobo he wants with whatever features he wants. For now this build would be more than adequate.
