Obviously producers intend to make a profit when they proceed with a movie; however, not all scripts are written with the goal of creating a good movie. When the script for, say, Pulp Fiction was written, Tarantino wrote it because he wanted to make a good movie. When the producers for the Fast and the Furious series commission for a new movie to be made, they assemble a team of writers to build a quick cookie-cutter script with the conventional elements of an action movie. Producers make these crude action movies not because they succeed so well in the U.S. market, but because cheap action easily transcends language and sells well in foreign markets.
The Transformers series, for example, never would have made it past the 2nd movie if they were sold exclusively in the U.S., but because they are so popular abroad, they are still produced. All of the Transformers movie scripts were commissioned by producers for sole purpose of making money; there was not a budding script writer looking to make a masterpiece.
