I needed credit scores for buying my house, maybe he's trying to buy a house soon? Even renting you need a decent credit report otherwise you can also get denied. I agree that Americans are in debt too much with credit card debt but applying for one isn't the same as abusing the privilege

Go to your bank and ask for a secured line of credit. You give them 300 or whatever cash and they give you a card with a 300 limit. Not ideal but it will do for now until you can get approved for a better one.
