He was going 20 over the speed limit in a construction zone. With this alone he could have been arrested for reckless driving in Florida. Unlikely cops do it, but they were well within the law if they wanted to take him to jail. When the cops went to his window he initially ignored when they said to lower it. For their own safety he should have. It was a dark tint and they couldn't see through.
