I think with Schaub, a big, reliable target like Matthews would be best. Lee may be more dynamic and a better playmaker, but the Raiders really just need a big, solid possession receiver and I think JM can give us that
We have a few WRs with solid hands that can make catches in space. Last season we struggled because we had 1 player on the field that could make dynamic plays, and that was Pryor. Once he got off rhythm, nothing happened. None of our WRs could get the ball in space and make something special happen. None of the WRs could find space to get wide open and make an easy deep completion. McFadden sure wasn't doing anything. We need a playmaker.
Streater and Holmes have shown to me that they can make tough catches in coverage. Streater was very solid last season in terms of hauling in passes, and Holmes made some dynamic, acrobatic catches in the latter half of the season coming out of the slot. Adding James Jones gives us another WR of that type--decent size at 6'1", 208, great hands, but not elite speed to make separation.
We need someone flashy. Bring in a young guy with some moves and some speed. Maybe he's raw, but he can at least help out in the return game, where we do need some help. Adding another big body, possession WR puts us right back where we started.
