Why is time management so hard for teams?

2:27 left and you have two timeouts.

Under no circumstances can you still be holding the ball at the two minute warning. You have to use the two minute warning as a timeout when KC has the ball.

You kick the fg before the two minute warning.

You kickoff and get a three and out using your two timeouts and the two minute warning with almost no time off the clock.
