He could have let you retract the last bet, but if other games started, its all one bet. If a guy had a 4 leg parlay and won 3 then wanted to retract the last one and collect I would tell them no also. I'm not sure of the times all this was done, but technically its one bet. I can't go to casino and ask them to retract a bet off my ticket once it starts. Also the final rule states by betting you accept all terms and conditions above. /also i never would have retracted if i could gain from the bet. This is NOT a casino and his rules say the 4 legs i won he will only pay me 5k even though the parlay is worth ~5800. The extra leg would have made the win over 11k and i requested it removed well before it started.
